For the last few months I've been doing some ASP part-time, and also learning PHP. ASP is the Microsoft website scripting language based on vbscript, a cutdown version of Visual Basic. PHP is the Open Source equivalent version, and the two systems are functionally equivalent, though syntatically different. Both systems run your programs on web servers, and output HTML to your browser. 

PHP is certainly as powerful, and not limited to a slightly iffy version of basic but as MS are introducing .Net, its hard to say. Certainly its a better world for having more choices and its considerably cheaper to go down the Open Source route (in purchase costs at least).
